Had a buyer file dispute that item "wasn't as described". I offered refund IF item was returned. Buyer sent back PART of the item, not full item. There is NOTHING TO NOTIFY PAYPAL OF THIS. My only option to respond is to tell PayPal buyer returned the item? Can't tell them he's stealing half of it?!? This is the LAST transaction I'll ever make on PayPal.
