You always make sure you have a record of payment in your PayPal account before shipping, for your protection. Don't just believe emails saying payment has been sent as they can be spoofed. The record of payment will say whether you should ship or not, and subsequently/alternatively use the print shipping label button within the transaction details in your PayPal account activity.
At this point, its a law enforcement issue so file a police (and/or ic3.gov report) and have then forward it to the recipient's local PD to try to recover your item. Or take them to small claims court. Not much PayPal can do if no payment was ever sent. You can send a PayPal invoice requesting payment but there's no guarantee recipient will pay.
Nevertheless all is not lost, as you'd have paid tuition for a lesson learned.
