how to manage frauds done by buyers

Buyers send me the money I send them the items and give a proper shipping and delivery proof but still PayPal decided the case in favour of buyer i lost 2500 usd from past 3 months , they never returned items and still paypal given them the refund. please help paypals customer care is closed now they are taking my money for no reason. If paypal cannot manage the cases and cannot give a correct judgemnt why did paypal taking so much fees from us.and taking our hard earned money.
