Hi , I sold an item that the buyer received and then found a cheaper price elsewhere and requested a return due to the reason that he found a better price, but my ad clearly stated no returns. So I declined the return request. The buyer then filed a claim on his card and now my funds are held on PayPal , I guess 10 days passed by before I could reply to the buyers claim, now it’s under review by PayPal. My question is: can i still dispute this transaction?

If he has done it directly via his card issuer ie a chargeback then you can respond with any information you feel may help and paypal will pass it on to the card issuer, but that card issuer makes the decision.
