eBay buyer successfully got a chargeback from items I sold

How is this even possible? A buyer on eBay buys 2 items off me. He emails me later to buy more items and says he received the other items and is happy with them. Over a month later I get 2 cases on paypal saying the buyer has requested a chargeback from his card issuer for an unauthorised purchase. I fill out the proof of postage details as my defence in the claim. A month later I get an email off paypal saying the decision has been made by his card issuer in his favour!! They have taken the money out of my paypal account and saying I need to pay in the rest!! I can’t cancel my card or bank account details from paypal, they won’t let me. I’ve cancelled the direct debit. There is another case still pending from the same person. I have contacted him and he says he hasn’t actioned this at all. ZERO seller protection from paypal.
