I did ask this question yesterday, but I need help urgently, I have sold private number plate through ebay and I stipulated that the payment had to me made by bank transfer due to the nature of the item. The buyer has paid by bank transfers using the payPal system, are they still covered by the PayPal buyers regulations and can ask for a refund or complain about the item and freeze my transactions. The problem is once they have the documentation they can assign the number to a car and I will be left with a frozen PayPal account, no payment and no registration number.
Can some one please help ASAP
