Why were Shipping Charges refunded ?

 I got a return on a hat because the customer said he thought the hat was wool and it was cotton and he just wanted to return it.  After I refunded his money he started a case against me for shipping charges. I then get a message from Ebay they ruled in his favor and took the money out of my Paypal account for return shipping. All I want to know is why did they rule in his favor? I never listed the hat as wool and in the pictures I listed I showed the tag that said the hat was a cotton polyester blend. I don't mind doing returns for buyers remorse but why do I have to pay return shipping charges? I list on Ebay that returns accepted but buyer to pay return shipping.  I will change any future listings on Ebay to no returns accepted.
