Why transfer my money to the customer who received my product but instate they did not receive?

I have all the envidence. The customer ordered food through our APP and the restaurant give our diver the food and the diver delivery the food to this customer. Why we give the food but paypal do not trust us and do not ask for evidence? Why transfer my money to the lier?

There is sadly no paypal seller protection for items personally delivered.
