Why paypal has hold my money? Is PayPal safe to use by business owners?

Until now, whatever the scenario could be, when there is a chargeback only customer wins in PayPal. We, business owners, are habituated with it. But this time PayPal has gone one step forward. They hold my huge amount for one 25 dollar chargeback. This has become a very common practice that not all but many customers first take the service and then go for the chargeback, in this way they get everything for free. Now, whatever proof a business owner gives only customer wins. I know this time the same thing will; happen, so my request to Paypal is please give the customer money back and unhold my account so that I can withdraw my funds. Can anyone tell me, why do Paypal has hold all my money just for 25 dollar chargeback?
