When PayPal will give back my money + how to withdraw USD from Non-US Accounts

One day PayPal applied payment reserve to my account. After logging in I found out that all my available balance which is 10 000 EUR was put on hold (jumpstart reserve). I was told that this jumpstart will be released after 30 days. Guess what? They did not release it after 30 days, so when my money will be available?
When (if) I will get my money back I will withdraw everything and never use this racket company again. In order to do that I need to link a US bank account to my non-US PayPal because the majority of funds are in USD and the exchange rate is terrible. (I would lose 500$ on conversion). How is this even legal. I have to have two good days in sales to earn that money.
