My long time business partner would like to use my extra Paypal credit card in Ghana, Africa for faster payments. I have known the family personally for over 5 years, and I send and receive goods from them every month. I totally control the funds I send them for the goods. They were originally living in the states. When they try to use the ATM with the new PayPal card, it comes back saying 'Issuer Declined'.
