Unauthorized use of third party's account

I sold an item on talkbass.com.  Buyer paid with PP, I shipped, USPS verified delivery and I discarded the USPS shipping receipt.

 

Five months later, a third party opens a case with PP saying their account was used without authorization.  PP notifies me and I respond telling everything I know, but no longer have tracking number.

 

One month after that, PP charges my account for the refund to the third party plus a $20 penalty.  Case closed.

 

Now that this has happened, I have dug more deeply and located the USPS tracking number.  I can now prove that the item was shipped and delivered.

 

Is there any way I can dispute all of this and avoid these penalties?

I would suggest you present this information in the form of an appeal email through your account. Even though you have provided the information outside the requested timeframe, they might cover you using our Seller Protection Program retrospectively. You can sent eh email via the Help section of your account.
