Unable to cancel a case

Hello i was unable to can a case of unauthorised transaction, when i'm clicking on 'Cancel case" Red logo appears telling me that i cannot , please help for this

Pay is still undereviewing the cases.

You need to contact customer services to resolve any limitation or account issues.
Click help / contact bottom left of Paypal pages for options available for your country.
