Unable to appeal a decision. Any suggestions

I am unable to appeal a decision.   Instructions state that I need to report a problem, click closed case, and there should be an appeal button.   Unfortunately that information is not correct as there is no appeal button.     Had a chargeback that clearly falls under the seller protection program based on PayPal's user agreement.   The buyer is committing fraud.   The reason PayPal gave for not protecting me is "other".   Spoke to a customer service agent, they told me it should be covered but need to appeal the decision.   

 

Any suggestions?   Thanks!
