Tricky customer take good and money refund

Hello! We are famous brand and work with paypal long time already, but last time we are feel not protective from fraud or scam.

Some tricky customers, order and after recieved open claim with reason "Item not received" after long process pyapal refund money to tricky customer.

Why customer tricky? because we are contact with her, she read messages, but no respond.

I try contact with paypal support, but no find any email for complain.
