EBay Refounded buyer and then buyer gets item as well so I have lost twice. eBay say they cannot take the money back off the buyer I have to claim from PayPal is this true can someone help thanks very much if you can

Not true. You're the seller. Only buyers can make a PayPal claim.

 

eBay has money back guarantee for the buyers. If buyer requests a return for Significantly Not As Described (SNAD), accept return, pay for return shipping or risk losing both item and money. If buyer request a return for a buyer's remorse reason and you do not accept returns, you may deny the return. But be careful of not accepting returns because that forces buyers to use the SNAD return reason forcing you to pay for the return costs and accept return.

 

Read the terms of selling on eBay or lose your shirt.
