The buyer received the parcel and then claim a refund in Paypal

This buyer reported not receive the eBay item and file a claim in Paypal. I have write a letter to Hong Kong Post Office to track the parcel. Hong Kong Post Office review the tracking and official reply me by letter that the parcel was delivered on 8 September 2020. Please find attached letter for your information. The buyer received the parcel and then claim a refund in Paypal, he want to cheat money. Please help me in this case in resolution center, the case is PP-D-83673811. Thank you!
