I need an answer on how a customer can open a case where he did not receive the goods when the tracking number says nicely that it did? He received a refund and I did not even notice that the case was over no explanation. I was given a pay pal tracking number to check the next thing I see that the case is closed and that the money is not in my account. The buyer also kept the goods

I am sorry about what happened to you. As far as I know, before paypal takes action in the form of a refund, paypal always contacts the seller/buyer via email. If you are using paypal and you have an unfinished dispute or sale or purchase. You should check email frequently. So if that any happened you able to respond properly.
