I sold shoes to someone in eBay but the person asked me if I could buy a $300 gift card for him and ship it with the shoes and that he would pay me back along with the shoe money but I found it suspicious that the “PayPal”email was sent to the spam folder and it asked me to send a picture of the gift card already scratched in order for me to get my money transferred to my account is this email legit or is it fake because I don’t really know what to do

Scam. PayPal will not ask you buy and submit a gift card to receive money. You're being tricked here. You have not been paid and won't be paid.
I would not contact with the buyer and the only thing you can do is file unpaid item claim when appropriate to avoid a defect on your eBay account:
