Shipping address problem

Hello Paypal community, I have an issue with a recent shipment. A buyer recently sent two payments for two things. When I went to ship, I sent the items to the address of the first payment. The buyer is now saying that he never received the item. When I checked it out on Paypal, I see that there is a different address for each of the two payments. He claims that he does not know what the address is on the first payment or how it got there, and that I should have sent the item to the 2nd address which is his real address. He's now asking for a refund.
I don't understand how a random person's address ends up on someone else's Paypal payment other than potential fraud. What do I do?
