Sent a replacement item. Person did not return the old one..

I sold an item, The person was not happy with it and I had another,  I shipped him the second one, with a paid return lable to return the item he was not happy with.   

There is now no communication with him.    I have emails showing he received the second one and was going to send the other one back but checking the tracking, it has not shipped. 

Do I have any recourse to bill him for the second one?     Its $200
