Selling property and getting scammed on Paypal

A friend of mine went to sell an item on Paypal and the buyer disguised themselves as an actual user, they took the property (in this case Bitcoin) and disappeared. The actual person who my friend thought he was selling to had a stellar review in a legit website. PayPal is treating this as currency versus property and they are also taking no responsibility for this being a security issue, not a dispute on the property. My friend now has a negative balance and Paypal is expected him to replenish the money.
There doesn't appear to be anyone at PayPal to speak with and I'd like to hear if anyone has a suggestion around this.
