Seller wants money from me

Hello
so the situation is like this: I sold a product to a costumer. i am from germany and he is from germany but my product was in the USA. So i used a reshipper to send him the product. the reshipper was very slow and it took nearly 3 weeks for the buyer to get his product (shipping lable was created quick but they shipped it after 1 week). In this 3 weeks the buyer opened a paypal claim (he says he did by accident) and wanted me to give him a 20% discount on the product he bought.
after he got the product he closed the paypal claim and now wants 20% money back.
He says he will call paypal and all that stuff.
Has he the right to get any discount?

Ignore him.
He can't open another dispute and if he appeals to paypal they do not deal with part refunds.
If he won which is unlikely he would have to return the item back to you first before you had to refund.
Advice is voluntary.
