Scam? I’ve just received a message from Paypal center for someone else?

It came from WITHIN the PayPal app... which is weird. I have never done a transaction for $140 either

Never heard of the domain name/website. The customer service rep name is "Sweet Lennyly"? I dunno, man. Hopefully a PayPal moderator can confirm this domain name for us.

 

Speaking of weird...I just got a invoice rejected email from PayPal out of nowhere for a paid (unpaid) invoice that's from 2010!

 

...twilight zone theme...

 

Edit: My bad, I take that lie back. I have actually heard of the website/domain name, it slipped my mind for a moment, but the email doesn't make sense at all though. Why would it mention a refund with information that has to do with the operational status of the PayPal website, and directed at someone else?

I find it incredibly weird that, via message center at that, this email was deployed to me when it clearly is not me. Since every paypal account is specifically tied to a certain email, it just gets more weird - if it IS indeed legit - because.. how? I’m hoping someone else has gotten a similar one or that a mod can figure it out since paypal had no answers when I contacted them..
