Robbed and Paypal don’t care

I sold a phone on eBay- buyer paid through PayPal- I posted the phone ( tracked) my funds were pending because I was a new seller. In the meantime buyer lodged a dispute with PayPal- he now has my phone and been refunded!!! Can you believe that??

That would depend on all aspects of the transaction and case that we don't have privy to.
