Return tracking: could not access delivery address

Hello. I tried to return some items, but USPS tracking reflects that they could not access delivery address location and since then, no updates on tracking. I emailed the merchant and merchant says that they have all their mail delivered to a UPS location. Maybe that is why USPS says they could not access delivery location? I also asked merchant if they could pick up the package at local post office but they refused, since local post office is too far. Do I have any recourse? I feel that I made a good faith effort at attempting to return my order. Can I file a paypal claim? Since the return is not "delivered," would I lose? I don't know what to do, since the merchant is not being very helpful, and USPS gives me the runaround....
