You need to read up on the MANY factors all listed in Paypals seller protection policy for you to read so you can risk assess your transactions. Legal (bottom right of Paypals pages) > user agreement > buyer protection. Seller protection is not an insurance policy and does not cover everything so its up to you to decide who you will trade with.
