What is the reasoning behind PayPal decisions to refund money to someone who bought digital key code and immediately after receiving it claimed it was not them who authorized the payment? Just lost money because of this. The code was used by them and they received full refund. Like WTF???

There is no paypal seller protection for virtual/digital items, you can sell them but at your own risk unfortunately.

So I can literally buy any digital key, redeem it and tell PayPal it wasn't me to get my money back and scam the seller?

If you use another IP address to do it or request a chargeback via your card company then possibly yes.

But if you continue to do so then you would soon be limited.
