Refund Claim Closed By PayPal

May 28 I asked for refund for defective earrings. Seller Agreed.
June 4 sent package with tracking number to seller in India.
June 8 USPS tracks package to Miami - nothing further,
I contact seller 3 times. All 3 times seller says they will check.
July 16, I file dispute with PayPal.
July 22, PayPal denies my claim and closes the case!
