A buyer picks up an item from a seller's location marked as Local Pick Up Only and also No Returns Accepted.
Please here me here, under what circumstance can the buyer request a Return & full Refund after 3 weeks with the claim that item was not as described?
Please I need a help with this issue.
Does Paypal not have any policy protecting sellers in situations like this?
And do buyers not have the obligation to inspect merchandise on picking up to avoid such an issue?

Items collected are not eligible for item not received disputes but may be covered by a not as described dispute as items can often not be inspected properly until you get them home again.
Advice is voluntary.
