So I put a offer up for a Puma x Ferrari Jacket and someone offered $80 and for me to buy $200 of gift cards for the “gift”. I got a email saying he paid me the total and In order For me to receive the funds I need to take a picture of the $200 gift card. I was wondering if this is scam or is it real?

Total scam. PayPal do not ask you to buy gift cards to receive your money. Person is trying to scam a jacket and a gift card off you, by sending you a spoofed PayPal payment received email. They didn't pay, if you do not already see a record of payment in your PayPal account.
