Can I prevent, or in any case dispute a chargeback if the payer attaches a description to the payment that he understands there will be no chargebacks

Thanks for reaching out! Welcome to the PayPal Community. That's a great question! Unfortunately that would not protect you from a chargeback with PayPal. That may help you outside of PayPal, but we would not be able to accept that to apply our Seller Protection. However, we have an entire page dedicated to preventing disputes and chargebacks: https://www.paypal.com/us/webapps/mpp/security/disputes-chargebacks
