Possible fraud

I sold a phone to someone who did what I thought was buyer protection i entered tracking information and it emailed back saying the systems were being updated and payment would be released in 6 hours I have woke up to another email saying that I have limitations on my account and I have to pay the buyer £200 then 650 will be released into my account

Sounds like you were scammed out of the phone if you shipped it and didn't see payment within your PayPal account. Scammers will write you spoof/fake PayPal payment confirmations saying they have paid and its some security thing that you have to provide tracking number via email which PayPal does not ask you to do. Tracking numbers should be entered within the record of payment found in your PayPal account.

If you already shipped the phone, go to your post office to try and recall the package, do so as soon as possible.

 

PayPal also does not ask you to pay for payments to be released.
