Paypal user protection policy

I am selling someone sneakers and he sent me confirmation email from paypal stating its under paypal user protection policy and that I wont be credited until I send a tracking number. Just wanted to know how legit this is. The email says <removed>

Thanks for reaching out! What you've described above sounds like one of the common scams we see from time to time. Even if a payment you receive is on hold, you'll still see that payment in your Activity on your PayPal account. I had this same thing happen today. I have used Paypal many times and no issues ever, nor have I seen this before. Seems very scammy
