Paypal refunded a buyer even though I gave a tracking number

Hi, A buyer buys a $599 item from us. We ship to the buyer via USPS with a valid tracking number. The buyer corresponded with us on another email asking for the product and we responded with the tracking number. Buyer several months later reports that his account was fraudulently used to buy the product. We presented the mails and tracking number to Paypal but our account got debited by Paypal. Now we have a loss of both the item and our money. We would like to know what our options are from this Esteemed community. Thanks
