Paypal negative balance? What's the proper way to deal with this?

I'm totally mystified and flummoxed. I need help & advice.
I've been buying and selling stuff (mostly buying) on eBay for 20+ years. I'm not a "big" or professional user but I have more than 400 feedback points. I just sell occasionally, when I have something of my own that I don't need anymore.
Recently, some guy bought a used laptop from me for $70 bucks and now he's claiming that it arrived broken (which I seriously doubt, since it was packed ultra well). He asked for a partial refund. Based on advice I got on eBay forums, I intend to insist on a return for full refund. I was also advised to ask the guy (a probable scam artist) to open an eBay "case", which he did. But I had bought some other goodies off eBay by that time, so now when I log in to my PayPal account I get a big ominous RED warning that my PayPal account has a negative balance of slightly over $40 bucks, apparently because eBay told PayPal to "freeze" some $70 bucks of my PayPal account. I am being given an option to "add funds to my account". I don't know if I should do this or not, so that's my first question. My second question is: Why didn't PayPal just change my credit card (which they have on file) for the $41 bucks? Why is PayPal giving me this scary RED warning when I'm doing everything on the level and on the up-and-up and when they have my credit card number on file anyway? (This just seems nuts to me.)
Advice appreciated.
P.S. I talked to one acquaintance of mine who actually is a serious professional eBay seller, and he said that there's no way this buyer is ever actually gonna return the thing, so eventually, the $70 freeze will be taken off. I don't know if this matters or not in this case. I just don't want my PayPal account to be **bleep** up or to have any black marks against it. If I have to manually tell PayPal top go ahead and take $41 bucks from my credit card, it is no big deal to me. I'm just not sure if I either should or must do this in order to prevent PayPal from putting some sort of black mark against my account (which I have had for years and years and years).

when a buyer files a dispute on Ebay or Paypal,PAYPAL will immediately withhold the amount in dispute,the money is still in your account but you just cant spend it.
In your case,it does not look like you have the fund to withhold,hence the negative balance.
when the case is resolved in your favor,it will be released,if you lose,then Paypal will ask you to transfer fund from your bank account to turn your Paypal balance to neutral,or in somce cases,whatever amount you received wil be used to offset the deficit,
Paypal doesn ot charge your credit card,it is because the money is still in your account ,just that you cant touch it,what if it charges your cc and then you win the case,then Paypal will have to reverse the charge,not a good move.
-yOU SAID it was packed very well,no matter how well we pack any electronic,any shifting and impact could do damage inside,but he said it was cosmetic damage,so either the carrier did not do a good job or he is fishing for a refund or buyer remorse.
If you want it back,you have to pay return shipping and then refund him in full,is it worth it?
if he is lying about the condition,now he is forced to live up to his lie and damage the item ,then return it,so now you have an item which you cannot resell.
ask for some pictures and see if the situation can be salvaged like partial refund or ???

another reason not to charge your credit card is that many Paypal members are constantly buying and selling,any future payment received would be offsetting the negative balance,so no need to transfer fund from bank.
besides the seller could mean the dispute or buyer could cancel the dispute,then the withheld $$ would be released.
