Paypal messages, resolution center not working.

Where I'm at right now.
I sent a message about a problem to paypal about providing tracking evidence in a dispute.
Paypal has sent back an automatic reply and said to reply back again if I need actual human response.
So I try to do just that and I get an error message saying it could not be sent. Big help there.
My original problem is that when I select "provide tracking evidence" in the resolution center it goes to a screen showing the tracking # I had already provided with no field to alter or add information. When I click continue the page reads I haven't entered any tracking information, so I cannot move the dispute forward.
I would like to update the tracking # as the one I initially provided is via parcelmonkey and must be logged in to see tracking. However I have a DHL global tracking number that I can provide which shows all tracking info.
But paypal's website is so infuriatingly broken I cannot do any of this.
Thus I have resorted to posting in the community section.
