Paypal issued a refund but buyer never sent the item back!

Hi,
I sold some concert tickets via paypal because I couldn't go in the end. The buyer then claimed they were not able to get into the concert with their tickets (despite them being perfectly valid) and thus paypal issued them a refund. The buyer however never sent me the tickets back and therefore I can't query the purchase with the original ticket vendor to try and get my own refund because I don't have them!
The buyer is now ignoring my emails as well as emails from the fan-to-fan selling site and requests to send them back. Is there anything I can do? Paypal issued them a refund and ignored my appeal despite me stating I hadn't received the item back! If this goes beyond paypal do I have any potential to go to authorities/police in UK in regards to fraud or 'stolen' property? This is now my property for which they have already received a refund and have not returned 😞
