Sold an item to someone but apperntly it was a business account and they couldn't send any less then 600. So someone paid the rest and now I have to also pay that back through a different service to get it all credited back to my PayPal. Is this bill or not?

Yeah, or fraud/money laundering. Refund entire payment now if you received it and distance yourself from person/situation as much as possible. Funds could have come from stolen financial information or hacked/fake PayPal account. If you pay that money out to a third party service, then if a dispute/chargeback is filed against you then you're on the hook for that money.
