PayPal gave my money to buyer.

I'm speechless. A buyer from my online shopping opened a dispute against me. The product was already sent to a client. And my store stated that it will accept refund for any package that didn't arrive within 90 days. It has been 55 days(the package hasn't arrived yet. Pending). They send the money to buyer. It costed me about $24 to order an item for the client. She will get the package free. I said to PayPal that I prefer the money is held within 90 days and if not arrived, sent to customers. They didn't. No communication with me. Just decision. This is not right. I wouldn't do any business with PayPal.
