Partial Payment Fraud!!

Hello Community,

I run an online Minerals Store,  I agree with this guy from Vietnam with partial Payment Transaction, where we agree that he ll pay 120$ out of 255$ and pay the remaining in a week, now after 3 weeks he is ignoring my msgs and not paying me the remaining amount. I can't even open a dispute as shown in the image through resolution center.

Anyone Kindly guide me what shall i do? and what is the use of paypal partial payments if I cant claim my remaining balance.
