I have a buyer who is refusing to pickup a package in EU customs, and filed a dispute that the package was never delivered. PayPal decided the case in favor of the buyer, including refunding the original shipping amount. I now have package stuck in customs and I am forced to pay for return shipping in addition to the original shipping fee. All of these fees are falling on the seller, even though we have shipped the correct product and the shipping company has done everything they can. Is this really the PayPal policy for international shipments?
