I have an unreleased balance of $40 USD which has made my PayPal balance negative. When I try to top it up, it tells me it is unable to process it right now.
Why can't I transfer money from my linked Credit Card or bank account to PayPal to resolve this negative balance?
The customer disputed that payment($40 USD) after they thanked me and received a digital good which I made. I have to wait 30days before this case is resolved. I need to use my account before then.
