No Seller protection from fraud refund requests

With all respect to PayPal, but seems like PayPal not seller-oriented, cause all the terms and conditions of the company are ignored. Before each payment/transaction customers acknowledged and agreed with the terms of bookings. We have no refund policy, cause we get losses if clients canceled the order (Issue: after deposit, we refuse all other inquiries). After each deposit received from customers, we block our yacht from any other requests (refusing requests of other customers on the specific date and time for a specific yacht). If clients cancel the trip, our company gets losses, that's why we retain the deposit as compensation. Even, when customers send to PayPal refund request (External Credit Card Chargeback) for refund money because they did not get service, we get losses because clients pay just deposit 25-50% of full payment, even not full payment. When customers don't come and not paid the balance accordingly on the ordered yacht with many extra services, we are forced to pay our partner companies for cooked food (catering service and delivery) or reserved watersport activities. So deposits of clients most of the cases even not enough to compensate our losses. Its mentioned in our terms and conditions (in settings Ngenius invoicing) and on the website. But seems like all these conditions and losses for us, ignores. We are disappointed, and it's not totally to make any business. Cause it's not safe and there is no protection from scam refund requests.
