Item not as described to circumvent "no return" policy and seller protection

Me: provides evidence of said scam including photo of the returned item as exactly described in said eBay listing (included link and photos of the listing as well.

 

Paypal: tl:dr

 

Me: I'd like to appeal

 

Paypal: The buyer provided proof of return so no appeal.

 

So, no returns means returns if you really want. Wondering if there are any next steps here besides finding a different marketplace because nobody in the "review team" seems to have no interest in actually looking into the basic details of my issue and the case beyond tracking numbers. I lose seller protection and am stuck with two jackets now that I've purchased another one.

I'm sorry to hear of the outcome of the case. If the determination was made in the original dispute to allow return of the item, PayPal's dispute process would supersede a seller's no return policy.
