Me: provides evidence of said scam including photo of the returned item as exactly described in said eBay listing (included link and photos of the listing as well.
Paypal: tl:dr
Me: I'd like to appeal
Paypal: The buyer provided proof of return so no appeal.
So, no returns means returns if you really want. Wondering if there are any next steps here besides finding a different marketplace because nobody in the "review team" seems to have no interest in actually looking into the basic details of my issue and the case beyond tracking numbers. I lose seller protection and am stuck with two jackets now that I've purchased another one.

Hi @Kingoftroy10,
I'm sorry to hear of the outcome of the case. If the determination was made in the original dispute to allow return of the item, PayPal's dispute process would supersede a seller's no return policy. Please click these links to learn more about the details of Buyer Protection and Seller Protection.
I regret that you've had this experience.
