If you see the relevant payment to your sale and it is on hold then it is subject the PayPal's up to 21 day hold. Click on the transaction to expand to see the details, does it say that the payment is subject to the 21 day hold? Also look for "What should I do now?" or similar. Does it say to ship to the address on the payment? Then do so.
