How can I tell if it’s a scam

Hi So I recently had someone purchase shoes from me on eBay. The buyer did not pay on the eBay website but instead wanted me to give my email so they could pay me through eBay. They also wanted me to purchase a $200 steam card and they were willing to pay $30 in shipping since it is a gift they want to send to their cousin along with the shoes. After they “paid” they told me to check my spam and junk which it was in my email and it told me to enter the steam card number after I purchase it. BUT my question is does PayPal offer steam cards for people to gift? I’ve heard of scammers making people by iTunes gift cards so this kind of sounds fishy to me. Any help?
