a man purchased a scooter from me 

he has told me that his account has been deposited and he said there is 2650.00

in a account for me Caroline <removed>

for it to be released to me I have to pay shipping fees to a company to pick up his scooter

I'm sorry to hear that you were seemingly targeted for a common scam called an overpayment scam. I would recommend reading about it at that link. There is either actually no payment sent at all, or if there is a payment it could be stolen funds that will be charged back when the owner of the card learns that the funds have been taken.
