HELP won't let me escalate claim to PayPal

so PayPal said I can escalate my claim to them today it says "can escalate claim to PayPal on Thursday April 16" and I check today so I can escalate claim to PayPal and it won't let me escalate to it won't give me the button to escalate claim what do I do? @PayPal_Siobhán

I bought an item and the item never arrived, even though Australia Post told me it was delivered. So I opened a Paypal case to receive a refund and the escalate option wasn't available to me. Infact the seller quickly did a claim and shut me down as quick as they could. Paypal then took their word for it and denied my case within 1 day. Therefore I have paid $25 and have no item. Paypal gave the reason the seller told them my item was showing as delivered. Never again will I use eBay or Paypal.
