Fraudulent Orders Using Pending Payment

I am Merchant and we recently received orders from a customer and the Paypal payment is listed as pending. But is treated by Paypal as a completed transaction. Then 6 days later the payment is cancelled and we are sent an email from Paypal stating the payment did not go through and we should not send the goods to the customer. The problems is that the notification is received after the goods have already been dispatched.

 

Has anyone else experienced this and if so do you know of a solution?
